Monmouth Democrats take surrogate post and two commissioner seats, first countywide wins since 2008

Republicans will still control the county board 3-2, but the party's hold on all five commissioner seats is over, according to unofficial results.

FREEHOLD — Democratic candidates won all three Monmouth County offices on the ballot Tuesday, Nov. 3, ousting the Republican county surrogate and capturing two seats on the Board of County Commissioners, the New Jersey Globe reported, based on unofficial results.

Democrats had not won a countywide race in Monmouth since 2008, according to the Globe. Republicans have held every commissioner seat since 2011, and the results break that run. However, the GOP will keep a 3-2 majority on the five-member board.

Chelsey Tanner, who runs a nonprofit, drew the most votes among commissioner candidates, 115,713, the Globe reported. Sofia Ugarte, a community advocate, was second with 114,049. Republican Commissioner Erik Anderson, the incumbent, trailed with 111,332. The other Republican, Middletown Mayor Tony Perry, was seeking the seat of retiring GOP Commissioner Ross Licitra. The Globe did not give a vote total for Perry.

Voters also denied Surrogate Maureen Raisch a second term. With 484 of 485 election districts counted, Democrat Anthony Cherry had 115,552 votes, or 51.04%, to 110,614 for Raisch, or 48.86%, a lead of 4,938 votes, according to the Globe. Cherry works as a criminal defense attorney.

Before she became surrogate, a post she first captured in 2021, Raisch had been part of local government in Middletown for roughly 20 years, the Globe reported.

The outcome comes two years after Donald Trump won Monmouth by 11 points in 2024, according to the Globe.

The results have not been certified. The Globe did not say what share of districts its commissioner totals reflected. All of the figures in this story come from the Globe's reporting.
