Atlantic City's Marina District proposed as city's fifth federal opportunity zone

Gov. Mikie Sherrill has recommended the designation to the U.S. Treasury, city officials said, as MGM and Boraie Development plan projects in the area.

ATLANTIC CITY — Atlantic City's entire Marina District has been proposed as a federal opportunity zone, which would give the city its fifth such area eligible for federal tax incentives aimed at drawing private investment, city officials said Wednesday.

The proposed designation is based on recommendations Gov. Mikie Sherrill submitted to the U.S. Department of the Treasury, according to the city.

Atlantic City already has four opportunity zones, which run along the beachfront from Maine Avenue to Annapolis Avenue, officials said. The city said the Marina District designation would give developers and investors more chances to use the federal tax incentives.

The proposal comes as several large projects in the district are moving forward, according to the city.

MGM is planning a large-scale development on about 70 acres between the Borgata Hotel Casino & Spa and Harrah's Resort Atlantic City, officials said. The Atlantic City Council approved the project's redevelopment plan in December 2025.

Boraie Development has also received state approval for a proposed 182-unit waterfront development next to the Golden Nugget Casino Hotel, the city said. The project is expected to include 62 townhomes and a 120-unit high-rise, along with a restaurant and other amenities.

The city did not say when the Treasury Department is expected to act on the recommendation.
